A roofing scam in Brownsville, Texas was uncovered after a local company was accused by homeowners of misrepresenting their services. Holden Roofing Inc duped homeowners into signing repair contracts by representing the company as a roof consulting service which could help negotiate roof damage insurance claims.

The company targeted certain neighborhoods which had recently experienced damage due to severe storms, and sales representatives targeted senior citizens in particular saying they could facilitate roof replacement or repair. They portrayed it as a free consulting service, but instead homeowners were signing contracts for repair work to be performed by the company, and if the homeowners failed to follow through they were subject to large penalties under the contract. The fees were up to 20% of the cost of roof replacement if homeowners ended up choosing another contractor to do the repair work.
